Valley High School Air Force Jr. ROTC program earns high marks from United States Air Force November 4, 2009 Valley High School’s Air Force Junior ROTC instructors and cadets have earned an overall assessment score of “Exceeds Standards,” the highest rating attainable, during their unit evaluation on October 9. “Colonel Bill Norman and Master Sergeant Rudy Garcia have created a dynamic and supportive learning environment coupled with excellent community outreach,” said Keven MacDonald, principal at Valley. “Norman and Garcia have provided outstanding leadership in administering and teaching the cadet-centered citizenship program.” Founded in 1966, the objectives of the Junior ROTC program are to educate and train high school cadets in citizenship and life skills; promote community service; instill responsibility, character and self-discipline through character education; and to provide instruction in air and space fundamentals. Enrollment is open to all young people in the 9th grade or higher who are physically fit and are citizens or nationals of the United States. Air Force Junior ROTC is located in nearly 900 high schools across the United States and at selected schools in Europe, the Pacific and Puerto Rico.
